Responsible for the space needs of the United States government, the Public Building Service is the
largest real estate organization in the country. Founded in 1949, GSA PBS serves as a centralized
buyer, developer and property management firm for the government. It provides owned or leased
space that ranges from office headquarters to warehouses and laboratories to data centers and courthouses
for one million federal employees. Roughly 51% of its portfolio consists of 1,500 government-owned properties. One of the keys
to PBS’ success has been the advances it has made in the area of workspace solutions, such as its national account program, which assists
agency clients to better align their space needs with long-termgoals. “I think it has enabled to us to bettermanage federal employee workplace
needs than in the past,” says PBS commissioner DavidWinstead. To stay competitive, PBS has tapped into the private lease market,
increasing the amount of leased space in its portfolio nearly fourfold. “We made a business decision to contract for professional broker
services to procure leases,” theWashington, DC-based executive explains. “Our goal in doing this is to strengthen and improve our
overall leasing program. We are seeing leases come in below market rate and this means savings for our customers.” It is also charged
with overseeing the development of new facilities. PBS currently has more than 200 projects in the works, including the new headquarters
for the Food and Drug Administration and the Department of Homeland Security.
